Overview

The Ministry of Trade and Industry is mandated by the National Industrial Policy to create a strong enabling environment for industrial development, and this is led by the Industrial Development Department. The department has experts in manufacturing, Small & Medium Enterprises (SMEs), tourism and handicrafts (through the Craft Industry Secretariat (CIS)).

The diversification of the Rwandan economy into new sectors of activity is essential for meeting the goals set by the Government of Rwanda (GoR) in Vision 2020. The industrial sector is currently small, contributing on average around 15 per cent of GDP. For Rwanda to reach the Vision 2020 target, it requires the share of industry to increase to 26% of GDP. Given these targets, MINICOM has developed a dynamic and coherent industrial policy for Rwanda in consultation with a wide range of stakeholders including the private sector, led by the Industrial Development Department.
