Permanent Secretary’s Biography

Before his appointment as Permanent Secretary of Ministry of Trade and Industry, Mr. Michel Minega SEBERA was serving as an Advisor to the Executive Director of African Development Bank Group since 2013. He served in different senior management roles in Ministry of Finance and Economic Planning (MINECOFIN). Mr. Sebera has a demonstrated history of working in the international trade and development industry, resource mobilization, programme design and implementation. Much of his work has addressed issues of institutional reforms and supporting institutions to re-examine their roles, formulate a new vision and institute changes to improve their effectiveness in contributing to development impact.

Mr. Sebera has been instrumental in overseeing and coordinating all activities related to external finance; mobilization and ensuring that their implementation is coherent with the national public investment strategies and with the government foreign policy; Coordinating aid negotiations in view of increasing levels of grants to meet post-Highly Indebted Poor Countries (HIPC) financing needs; Coordinating the development of Aid Policy of Rwanda, setting out the Government of Rwanda’s position on desired financing and reporting.

He holds Master Degree of Sciences in International Cooperation Policy (ICP), International Cooperation from Asia Pacific University (APU), Japan and Bachelor’s Degree in Law (LLB) from National University of Rwanda. He is a linguist and speaks English, French, and Kinyarwanda.
